Hindus~ Why Parashurama was insulted by Rama?

Parashurama was an avatar of Vishnu, still he was arrogant and could not recognize Rama, who was another divine incarnation. Why didn't Parashurama recognize Rama? Was it all play? Or was Parashurama really arrogant.....
