Why is "tattling" frowned upon?

As a society, we encourage following the rules, but not reporting those who break them unless you're directly involved. This starts with minor things that don't matter much (kids playing amongst themselves), but do you think it also contributes to the tendency for people to remain bystanders in more serious offenses?
