37.4 weeks pregnant and baby is not in pelvis yet???

This is my second child. I am suppose to be induced in 2 weeks. The Dr. told me today that the baby is still really far up there! She had a very puzzled look on her face and said "I wonder why?" She said the baby just doesn't want to move into the pelvis. Maybe the head is to big to fit??? They are inducing me a little early to avoid having a 10 pounder. She said the baby will still probably be around 9 pounds. Did anyone ever have this happen to them? I feel kicking on my SIDE under my ribs but I also feel hiccups above my pubic bone. I think she is head down but maybe a little sideways because of the kicking at my side. I just want to have a natural delivery and worried I may have to have a C-section. What can I do to get baby to drop in my pelvis??? Thanks
