Is CKC registed mean it's a byb?

To me they look like a good breeder the CKC (continental kennel club)is just another dog registry used to ensure that they are full breed usually is cheaper than AKC( American kennel club). Anyway if the dog came with papers, a health guarentee, and vaccinations then the breeder is a good breeder if it did not come with these then they may be a BYB due to the fact that they dont guarentee the health of the pups (not a good sign) and that they do not start their vaccinations, it also depends on the age that the pup was when your cousin got it (good breeders will not release the pup until 8-12 weeks of age)
