Is there any easy way to design computer programs? i want to make a program to help train people in my job?

i work on airplanes and i want to make a program that has the fuel panel and i want to be able to display the board and have the switches on the board work and activate pumps and valves throughtout the plane ...id like it all to be visual and and tooo cheasy ...is there a way to do this and not have a master in c++ or ne other cl...i dont need a 5 star game just enough to get the idea and have it realistic not like atari style
