Puffed out atiel?

I just recently got a atiel and when I got her she was in a store that was kept around 79 when I got her home our house was around 70. So I put a heat lamp on her but she keep staying puffed up with feathers out. Now she was still puffed up today so I put a heater in there and have kept the room around 78, but she still stays puffed up most of the time. If I go in there than she stops puffing but than if I stop talking to her she puffs again. She is eating her millet and seed, not sure if she is drinking yet. Is this okay?
